Eastern Area Agency on Aging is accepting applications for a full-time, 32–35 hour per week Human Resources (HR) Manager. For the right candidate, this position can be a hybrid role, with three office days per week in Brewer, ME. A fully office-based schedule is also available if preferred.
We are seeking a highly structured, organized, and detail-oriented HR professional who can ensure the agency’s HR systems, policies, and procedures are compliant, consistent, and clearly documented. The HR Manager plays a critical role in maintaining compliance with federal and state employment laws and supporting a culture of accountability and transparency.
Key responsibilities include managing recruitment and onboarding processes, administering employee benefits and open enrollment, maintaining personnel files and HR systems, and ensuring all HR practices comply with applicable laws and internal policies. The HR Manager works closely with the Executive Director on employee relations, coaching, and compliance issues, and supports supervisors and managers in consistently implementing HR procedures. This role also oversees the Human Resources Information System (HRIS), leads the performance evaluation process, and coordinates staff training, employee engagement, and recognition efforts.
The HR Manager supervises the HR Generalist, whose primary responsibility is to oversee the volunteer-related HR functions. The HR Manager also collaborates with leadership to ensure job evaluations and wage ranges are accurate, equitable, and up to date. Additional responsibilities include updating the employee and volunteer handbooks, analyzing HR metrics, and participating on internal committees focused on staff safety, retention, and recognition.

Requirements
Experience and Skill Requirements: The following requirements and skills are considered essential:
A minimum of 3-5 years of experience in Human Resources required.
Experience with computerized spreadsheets and word processing.
Strong knowledge of employment laws, HRIS systems, and common HR functions. Effective communication and interpersonal skills.
Previous supervisory experience required.
Education/Skill Requirements: The following education requirements are considered essential:
Bachelor’s Degree in Human Resources, Business, or other related field, or the equivalent in education and related work experience, required.
HR certification required.
Good written and verbal communication skills.
Must have valid driver’s license, proof of vehicle insurance, and ability to travel for job related requirements.
